Why nation's geography and natural resources are the most important in new Federal States of Nepal?
Nation's Geography and natural resources are the most important subject for development of country and federal states or provinces.
(1) Mountains for Tourism, generate revenue for mountaineering, hiking, trekking, eco tourism, boost business activities. More business activities means more revenue collection that means strong economy of nation, states or provinces. Mountains are main key sources of drinking waters.
(2) Hills and Rivers for Tourism and cultivation fruits, vegetables, Trees, Herbs, Spices, build resort and do business. Rivers for irrigation, cultivation, hydro powers, river rafting and tourism, transportation etc.
(3) Terai and forest for main key areas of major cultivations and supply lumbers business. This is a rich areas of the nation. Nepal key revenue generators are foreign employments, Cultivation, Tree-lumbers, Rivers and Tourism. If these thing or resources or business activities stop.... Nepalese will stop breathing and stop heart beat.
(4) China, Tibet, India borders for import-export "Dry ports" which will generate huge national revenue from custom fees, entry fees, all kind of import-export permit fees. Borders access will allow develop nation in fast past. Look at any border area of Nepal is all developed but if you go north side of Nepal, you will get poor and poorer places. Key reason is not accessible or not close to border areas.
(5) Geo-economic federal states rather than Ethnic based federal states are safe for the country. Example, if you have small family, you can give good education, loving-care and easily take care your small family remembers. but if you have large family member at home, usually mother and father can not give equal loving care to their family members which is the key result family can not flourish equally. Ethnic division will invite very easily Ethnic disputes, Ethnic cleansing-fights even in small issues or events.
(6) Indigenous and kirati people must get more Rights and Reserve Quotas in Full scholarship in higher educations, Government employments, Government Leadership, parliaments, political parties and social representation by Reserve Quotas but not competition. Indigenous and kirati people are too far behind in education and social-mental development because of racial discrimination of Shah, Rana and Chettris-bahuns regimes for 500 years. We are not able to compete with selfish and claver Chettris-bahuns, so only indigenous and kirat people will up-lift their social life with Reserve quotas systems by constitution and law of Nepal.
Nation's economy, national revenue and business activities brings employments and wealth for all people. That's why national geography and natural resources are the most important this time when making New Nepal or Federal States or Provinces in Nepal.

When we make new federal states or federal provinces in New Nepal, at very first... we must consider about safety, security and unity of the nation. If nation disintegrate and disappear, then all Limbuwan and Khumbuwan will disappear gradually. Even Limbuwan and Khumbuwan received a separate states Limbuwan and Khumbuwan do not have wise, visionary, talented, strong political leaders which is the result they have to beg Chettris-bahuns to rule over them. Maybe Prachand or Yadav from Bihar India will be the president of Limbuwan or Khumbuwan.
Economy is the main key resource of happiness, freedom, democracy, social upliftment and unity. Nepal economy resources are Mountains, Hills, Forest, Rivers, Cultivation flat terai lands and borders etc.
These geo-natural resources must be divide scientifically, geographically and economically... otherwise Nepal Federalism will definitely bring another great civil wars which will never end. Like Palestine-Israel, half of the India has civil wars for 60 years but only India Media and government suppress those publication in world news markets.

Major parties close to agreement on form of governance, state restructuring
Three parties are close to an agreement on form of governance and state restructuring. The meeting of the top leaders of the UCPN (Maoist), Nepali Congress and CPN-UML held at UML headquarters in Balkhu reached close to the consensus, leaders claimed.
"We have tentatively agreed on form of governance and state restructuring," said UML leader Bhim Rawal, "But we still need to have more discussions to reach final conclusion," he said.
It is learnt that UCPN (Maoist) has shown flexibility on the numbers of the provincial state while NC has not changed its position on its 7 state- model proposal.
Present in the meeting were Prime Minister Baburam Bhattarai, Maoist chairman Pushpa Kamal Dahal, Nepali Congress president Sushil Koirala, vice president Ram Chandra Poudel, leader Ram Sharan Maha, UML chairman Jhala Nath Khanal, senior leader Madhav Kumar Nepal and KP Oli among other.

Country Nepal's security, safety, Sovereignty, National unity and Peace must be the very first top priority to all patriotic or nationalist Nepalese who truly love and want Nepal as a country.
Other problem can be fixed later.
If we lose Nepal as a sovereign nation, then we are finished automatically ourselves. There will be NOTHING for us to live and be pride as Nepali, Gurkhali, Indigenous kirati or Freeman of Democratic sovereign nation.

Palestine were backward, poor, selfish, uneducated, crook and reckless and un-unified people, where Jewish were intelligence, smart, well organized, business power, political vision-mission-objective and unity. So Jewish easily kick-out all Palestine from their lands and established a new great strong sovereign nation "Israel" in the extremist Arabic countries. Now none of the countries can mess with Israel. Jewish people are well in business, politics, social and national issues which make them truly intelligent people in the world.
This is proved very good example "Man can achieve impossible things if we make own shelve well on education, political awareness and social awareness." Then people become truly intelligent and people start to think Right or Wrong, top priority, find out problems and solutions, Find out how to, take responsibility-accountability, able to think about Unity and leadership, have mission-vision-objective and have can do positive attitude toward nation and society.
Land and nation is the most important things for human or animal kingdoms. Even wild animals need to secure their own territories for their survival in wilderness. We are human being of 21st century.... let's think about it.

"Ethnic Federal States" or "Democratic Geo-Economic Federal States" in New Nepal?
My views....
Ethnic Federal states will divide all Nepalese people into their narrow minds-hearts. It will divide people and disintegrate nation. It will easily invite dispute among ethnic people and invite civil wars. Like Muslim Siya and Sunnis, like Russia, like Georgia people Muslim vs. Christian races, like tribal civil war in African countries. Once it is start... this kind of crimes never ever end. So do not start at first. Do not sketch states boundaries without equal to all states for geo-natural resources (Geographical natural resources) such as Rivers. This Ethnic based Federal state is deadliest dangerous to national unity, security and sovereignty. Nowadays, Even street dogs know these matters.
The best pick will be “Democratic geo-economic Federal States” in new Nepal. Why?

Democratic geo-economic Federal states means that states boundries divided by scientifically equal to all states that every states have maximum beneficial by their own geography natural resources. These type of states can be very truly democratic and economy oriented government. In this kind of states, 2nd most important things to do is government must provide special rights, privileges, priority and encouragement to those backward race and indigenous people in higher education, government employments, social, government and political participation in each states. So backward communities, race and indigenous people will uplift their social status and come to be equal citizens. Right now, this is a key problem that backward communities, tribes and indigenous people are NOT EQUAL PRVILEGE CITIZEN such like Chettris-bahuns.
People unity is the greatest power of all time in anywhere. This will unite people, let force and focus people in each states development and economy growth with many business activities. This will divide states boundaries with equal geography and natural resources like Mountains, Hills, Rivers, Forests, Flat cultivation lands and china-India-Nepal borders. National security, sovereignty and economy must be the very first priority by heart-mind and soul.
(a)Mountains and hills generate revenue from tourism (Mountain View, skies, trekking, Mt. climbing) and herbs farming. State generates revenue from Hill forest lumber business and industries.
(b) Nepali Rivers are like Oil wall in Arab countries. States can generate revenue from Hydropower, drinking water industries, fishing farming, river tourism (rafting, river beaches resorts), river transportation and irrigation.
(c) Forests provide revenue from lumbers industries, herbs and wild-life tourism.
(d) Flat cultivation land is second huge source of national revenue in Nepal. Cultivation lands feed all Nepalese people and generate revenue from exporting Nepali corps in Indian markets. Always huge industries, market places, warehouse and business areas locate on flat land areas.
(e) Nepal-China-India borders – provide export-import goods, services and “Dry ports” generate revenue for each states. Therefore, Borders dry ports must be seriously important to all states for fast development and survival, too.
Key matters are New Nepali constitution and law must be written and provide many priority in democratic equality, jobs and security to all indigenous people of Nepal. By constitution and law indigenous people must have “Reserve quotas” which will provides reserve vacancies for indigenous or kirati people on government jobs, national-international higher education full scholarships, reserve vacancies on parliaments and government positions or activities. New constitution and law must provide them lots of special rights and treat them equally with true democratic manner. That means their language, religion, history, culture must be preserve and promote thru official institution like schools, colleges and universities etc. Shah, Rana, current chettris-bahuns regime deeply suppress all indigenous and kirati history and identities thru officially in constitution, institution and government of Nepal which is obviously and directly show racial discrimination in Nepal.
All these problems of Nepal start with Chettris-Bahuns regime, this regime did monopoly in Nepali politics and government, they manipulate Nepali constitution-law-order and justice systems, they did racial discrimination against indigenous people of Nepal and they did openly heavy deep rooted national and international crime and corruption in massively. Chettris-bahuns become rich over night. Law-order-justice systems collapsed. Chettris-Bahuns who migrated Nepal in early 19th century become “Master” of the nation and native (indigenous) people who own this country become “Slave” on their own nation. This is the main cause and result country collapse very badly in every sectors.
Historically, Shah and Rana were even not allow to indigenous people to touch books and pen. If indigenous and kirati people touched books and pen or any educational materials, Shah and Rana used to hang them in trees in public place just to show what will happen if people break the law. But Chettris-Bahuns were allowed to practice-spread Hindu religion, allowed to go to school, read-write and go to Banaras, India for their higher education. After Rana regime fall, Chettris-Bahuns only captured and monopolized in Nepali government jobs, parliaments, political parties leadership. That regime made Nepal is Hindu kingdom and they systematically suppressed other language, history, religion and their identities in Nepal. This racial discrimination and suppression remain until year 1990 B.S. Chettris-Bahuns discriminate and suppressed indigenous native Nepali people almost 300 years. Nepali indigenous people not allow to touch pens, books, text copy and not allow to practice our own languages and religions up to 300 years. Now let's think how much they kept us in prison in our own native lands. This is the key result that we indigenous people and communities struggle in education, social and political awareness as well as our societies mental development that is the bad effect in our ability to understanding matters and critical thinking ability. This is key weakness among all indigenous and kirati majority population which is the main result we are still left behind in our own country.
How can we uplift our indigenous and kirati majority population in our Nepali societies?

Shah, Rana and Chettris-Bahuns people officially (by constitution and law) suppressed and discriminated indigenous and kirati people in education and our identity (language, religion, culture) until 1990 B.S. (almost 300 years) and unofficially still now.
This deep rooted discrimination and suppression made our indigenous and kirati people left behind in human and social development stages. That means our indigenous majority population can not read-write and speak well enough. Our majority population, can not think and understand quickly even simple matters (fundamental issues), it take us tremendous amount of time. Our indigenous and kirati majority population can not think and understand quick which is the key result we do horrible mistakes where chettris-bahuns take all our golden opportunities, manipulate and break us and rule over us.
The root of the problems are our majority population are not well educated, whoever think educated do not have any knowledge about Nepali social and political awareness. because formal education will only help you to teach read-write, think and ready to learn more. But social and political awareness will actually help you to think and make put you in responsible-accountable, for leadership, to understand right-wrong, nationalism, patriotism and to understand importance-value of your identity and nation.
Therefore, our majority population must have 3 things...
- formal higher educations
- social awareness
- political awareness
Nepali institution are design to maximum just to get certificates or diplomas, and only very limited knowledge and skill development. We all indigenous and kirati people will only get out from the hell in own country if only when we gain well knowledge and be active in higher education, social and political awareness among our majority population.
There no other way or short-cut, or there is no free and easy way to get out from the hell.
The best solution could have been if we establish social and political organizations, and unified and work together to uplift and betterment for indigenous and kirati societies in Nepal as well as aboard. Then we can learn steps by steps our fundamental issues and we can find out our problems and solutions. Do not run away and ignore!!! if you do, it will put you more and more into ditch and hell sooner or later, one way or other.

It is too foolish and shame to us(indigenous-kiratis) where we give full power and authority to these chettris-bahuns to run our country and those who already proved themselves are corrupt, selfish, claver, cheater, irresponsible, immoral and India's hearts.... and we believe and expect with them to build a home for us where we can live happily. It is not reality but bad dream!!!
If Nepali indigenous or kirati people really want true Democracy, Indigenous Rights, Political and Social upliftment as well as prosperous development and betterment in Nepal.... Indigenous and kirati people MUST HAVE THEIR OWN POLITICAL LEADERS AND OWN INDIGENOUS PARTY in main stream politics of Nepal.
This is sound funny but this is deeply serious and ultimate bottom-line fact. There is on other way to do it.
How Central and Federal States level government should works in Nepal?
In my point of view "Federal Structure or Forms of Government in new Nepal"
Center government hold power and authority in key and high sensitive sectors like...
(1) High position and responsible government President, Prime-ministers, national parliament and ministers
(2 Full authority and control of National Army (not allow to keep or build Army to Federal states)
(3) National High Supreme Court (Full power to prosecute for national crimes)
(4) Constitution, Sovereignty and Citizen Democratic Rights
(5) Central Bank and Monetary systems
(6) Foreign Policy and Foreign Affairs - Immigration, Embassy, Boundary, Business
(7) National Security - National boundary, National Police, National intelligence service, National crime & corruption investigation service
Federal states can hold power and authority in Economy and development sectors like
(1) Federal states level capital, head or Governor of federal states level, Ministers and parliamentary government of Federal states levels.
(2) Health, education, social security(old retirement plans, senior citizen allowances, employment allowances, disability allowances, Old nursing home service etc)
(3) Use of Natural Resources - Mountains, Hills, Forests, Rivers, Cultivation lands
(4) Preservation Protection of national parks and natures
(5) Building and development infrastructures - Hydro power plants, Roads, Electricity, Drinking waters, Irrigations, Farming, Bridges, Dams, Dry ports, Hospitals, Education institutions, Industrial Areas, Residential Areas, Tourism Areas, Recreational and parks areas
(6) Protection of Cultivation lands and Forest
(7) Relocate remote villages and population

Central government and Federal states government level "Election commission or Election management". This includes all - Election criteria, systems, procedure, rule-regulation-monitoring, anything about Election - How? and When? etc.

Federalism means breaking-down central governmental power and authorities and give to regional states or provinces of the one nation. It is a management or organizing nation's government systems where government systems will be much more possibly effective in each and every states, provinces' villages, town, districts and zones as well as citizens.
Current Nepal's government system is "Central government system" where every thing only happen in kathmandu. If only development project happen, that's only happen inside kathmandu. all sector like education, health, politics only happen in center "kathmandu" which is one of the main cause Nepali government and political system are not working. So Federalism is one the main solution of the weakest government system of Nepal.
Federalism will boost effectiveness in development, government, law-order-security, politics and empowerment in all citizen of Nepal.
